WCIT, WTPF, WSIS, new GTLDs en nog vele andere dossiers staan op de agenda. (18/04/2013)

De voorbije maanden was het stil, niet omdat we op onze luieren rusten doch wel door de vele dossiers die zich aanbieden. Na de beruchte WCIT meetings in Dubai zijn heel wat debatten gevolgd binnen diverse organisaties, waarbij vooral de status quo van de ITU-debatten in het oog sprongen. Er zijn echter nog veel meer dossiers in behandeling. Wij volgen eveneens het nieuwe GTLD programma van ICANN, waarbij nog heel wat vragen rijzen en bepaalde organisaties onrustig maken. De eerste nieuwe GTLD is niet voor morgen, met wat geluk ten vroegste einde 2013 doch we denken veeleer eerste kwartaal 2014. Een lang proces dat uiteindelijk vele vragen oproept en waarvoor we beslist in de komende maanden graag een ronde tafel organiseren.

Zowel binnen ITU als binnen ICANN wordt heel wat gepraat rond multi-stakeholderism. Duidelijk dat hier nog niet het laatste van verteld is. Als deelnemer in EURALO en NPOC (ICANN) kunnen we getuigen dat iedereen aan het woord komt, maar of er ook rekening mee wordt gehouden is en blijft een belangrijke vraag. Hoe zit dit nu in België ? Kunnen wij hier eveneens onze stellingen verdedigen en ter stemming brengen ? Hopelijk kunnen we daar na de zomervakantie een degelijk antwoord op geven.

Zoals u kan merken, de Belgische afdeling van Internet Society heeft een paar belangrijke punten op de agenda staan. Meer informatie omtrent de events in wording volgen in de komende maand. We hebben heel wat te vertellen.

Vinton G. Cerf aangesteld door president Obama als National Science Board member. (21/01/2013)

De website van het Witte Huis (Whitehouse.gov) berichtte woensdag 16/1 over de aanstelling van een aantal personen in een belangrijke functie. Zo ook de aanstelling van dr. Vinton G. Cerf, de "vader" van het Internet alsook de mede-oprichter van Internet Society, als lid van de National Science Board. De raad van bestuur van de National Science Foundation is samengesteld uit 25 leden en levert ook advies, als een onafhankelijk orgaan, aan de president en het Congress op het vlak van wetenschappen en techniek, en onderwijs in wetenschappen en techniek.

Nogmaals een bekroning van Vinton Cerf voor de prestaties die hij leverde om ons dit prachtig communicatie instrument ten dienste te stellen.

TCP/IP viert 30-jarig bestaan (02/01/2013)

1/1/1983 werden alle computers (zo'n 400) op het ARPAnet omgeschakeld naar TCP/IP, een mijlpaal die door wijlen John Postel werd uitgeschreven in november 1981. Het TCP/IP protocol is nog steeds HET protocol dat ons Internet levende houd.

WCIT 13/12 - kan het nog erger ? (13/12/2012)

WCIT2012 beantwoord niet aan de verwachtingen van de Europese landen en USA. De vertegenwoordiger van de USA, evenals heel wat collega's uit de Europese landen, hebben hun ongenoegen geuit over de goedkeuring van de tekst document 55 met daarin een aantal verwijzingen naar beheer en bestuur van het Internet. Hierdoor zullen heel wat landen de akkoorden niet ondertekenen en dient de vraag gesteld te worden : waarom dan deze conferentie organiseren ? Heeft handen vol geld gekost.

2 jaar voorbereidend werk door alle leden (landen) van de ITU, meer dan 1000 mensen naar Dubai gebracht, waar ze gedurende 2 weken de diverse teksten hebben besproken, aangepast en voorgelegd voor goedkeuring. En de slotsom is duidelijk een ontgoocheling voor heel wat landen. Uiteraard is er een reden waarom bepaalde landen de controle over het Internet in handen willen nemen (of houden). ITU is voor sommige landen een vehikel dat hen toelaat vat te krijgen op alles wat zich op de nationale (en soms ook internationale) telecom netwerken uitrolt. En zo ook het Internet. De openheid en vrije toegang tot het Internet worden door bepaalde landen aanzien als een bedreiging en willen dan ook alle middelen, dus ook de ITR's, aanwenden om hun rechten te doen gelden. Mensenrechten werden al evenzeer met de voeten getreden.

Google had reeds vorige week zijn stem laten horen tegen de ITU omdat ITU op haar agenda de vrijheid van het Internet wou blokkeren.

Wij, Internet Society Belgium, samen met al onze collega's chapters, zullen ons des te meer blijven inzetten om de openheid van het Internet te vrijwaren evenals het recht voor elke burger vrije toegang tot het net te kunnen opeisen. Er ligt dus een pak werk voor ons klaar, en we durven te hopen dat we de volle medewerking zullen krijgen van onze overheid. Komende week zullen we alvast een document richten aan de betrokken diensten, evenals de afgevaardigden die aanwezig zijn (waren) in Dubai. In onze blog zullen we in de komende dagen een uitgebreid verslag trachten te brengen van de diverse moeilijke debatten.

Woensdag 12/12 - een WCIT dag om nooit te vergeten. (12/12/2012)

De afsluitende plenaire vergadering op de WCIT (ITU meeting in Dubai) van woensdag 12/12 is met enige emotie afgesloten.In de voorbije 10 dagen lang werden diverse voorstellen en ontwerpen voor resoluties besproken. Een aantal ervan wekten onze aandacht en andere verontrusten ons. De weg die door ITU met de ITR's is ingeslagen is niet diegene die we voor ogen hadden. Bij de aanvang van de WCIT meetings hadden we gehoopt dat de ITU zich zou focussen op concurrentie, liberalisering, vrij data stroom en onafhankelijke regulering, zaken die tot op heden in de telecom wereld goed hebben gewerkt.

In de voorliggende teksten zijn deze benaderingen verwijderd en werden teksten naar voor gebracht die gaan over het beheer van Internet. ITU wil zich in bestuur en beleid van het Internet gaan mengen. Een aspect waar Internet Society zich absoluut niet kan bij neerleggen. Daarmee is een stap gezet in de richting die we liefst niet zien gebeuren. We bemerken dat vooral Europa en de Europese lidstaten, vergezeld door de USA en nog enkele andere landen verzet gaven tegen deze insteek. Ogenschijnlijk zou de vergadering deze teksten hebben goedgekeurd in een tumultueus slot van de vergadering. Niemand weet nog met zekerheid of het al dan niet gestemd is. Wij hopen morgen, donderdag beter nieuws te kunnen brengen en te horen dat alsnog de goedkeuring van deze tekst niet is gestemd. Vrijdag wordt de WCIT definitief afgesloten, hopelijk met het wegstemmen van deze resolutie.

The Internet Society releases the following statement from President and CEO Lynn St. Amour

“The Internet Society is a strong proponent of openness, transparency, and collaboration. Actions that disrupt these principles and impact dialogue or collaboration are counterproductive to an open and globally accessible Internet.

The World Conference on International Telecommunications (WCIT) is an important event that the Internet Society hopes will contribute to greater connectivity and growth in international telecommunications. We have openly expressed our significant reservations about some of the proposals at WCIT, and this does not shake our foundational belief that an open dialogue between a broad spectrum of stakeholders around the world is the best way to ensure the continuation of the Internet’s growth and evolution.

Currently, numerous media reports suggest that attacks are being planned against the International Telecommunications Union (ITU) website to disrupt the WCIT proceedings in Dubai. Such actions would be wholly counterproductive, making it more difficult to have the kind of collaboration and thoughtful discussions that are needed at this critical point.

We urge everyone to take positive action to have their voices heard, not to restrict the very medium that amplifies that voice. Show your support, and help our collective cause by contributing constructively to a global conversation.

WCIT dag 1 - toespraken met enige dubbelzinnigheid. (04/12/2012)

De WCIT openingsceremonie in Dubai heeft gisteren niet veel duidelijkheid gebracht. dr. Hamadoun Touré, secretaris-generaal ITU, heeft in zijn toespraak laten verstaan dat ITU zich niet zou bekommeren noch inlaten met het beheer van het Internet, een vrees dat menig onder ons heeft. Toch moeten we vaststellen dat hij later in de plenaire meermaals de woorden spam en security gebruikt, toepassingen die duidelijk naar content wijzen en dus niet naar de core van ITU, de connectiviteit en het transport van data en voice.

ICANN's CEO Fadi Chehade was eveneens spreker in de openingsceremonie. Hopelijk heeft hij hiermee ITU geen hand gereikt om alsnog de controle of het beleid en beheer van Internet in handen van ITU te brengen. Een gezamenlijke aanpak van bepaalde problemen zou erop wijzen dat ITU zich zou mengen in de policy debattten van het Internet. Laat ons duidelijk zijn : er dient niets hersteld te worden dat niet gebroken is, en zeker niet door ITU en ICANN gezamenlijk noch individueel. ISOC zal en blijft alert en zal wijzen op de openheid en transparantie vereist om het Internet open en vrij toegankelijk te houden voor iedereen. Alle extra controle en beheer van het Internet door ITU en overheden moet vermeden worden.

WCIT 3-14 december in Dubai, waarom is dit belangrijk ? (01/12/2012)

WCIT staat voor World Conference for International Telecommunications en heeft plaats in Dubai van 3 t/m 14 december.

Wat is de ITU?
De International Telecommunication Union (ITU) is een gespecialiseerd agentschap van de United Nations (gevestigd in Geneve), verantwoordelijk voor informatie technologie. Het heeft als taak de wereldwijde standaarden te bepalen, de coördinatie van het globaal radio spectrum en het verbeteren van de telecommunicatie infrastructuur. Werd opgericht in 1865, de oudste internationale organisatie, en is gevormd door de vertegenwoordigers van 193 lidstaten (overheden) en 700 private organisaties.

Waarom is deze conferentie belangrijk ?

Internet Society denkt dat de beslissingen genomen door de overheden tijdens de WCIT een herdefinitie van de internationale regelgeving van het Internet en de telecoms voor de 21ste eeuw en daardoor een impact zullen hebben op de manier waarop burgers Internet zullen kunnen gebruiken.

Wijzigingen aan de ITR's (International Telecommunication Regulations) kunnen wijzigingen aan de Internet architectuur, operations, content en veiligheid tot gevolg hebben. Volgende punten dienen door de WCIT in overleg genomen te worden :

Peering akkoorden en het impact op de kosten van de internationale Internet trafiek, met als gevolg een wijziging van de manier waarop gebruikers betalen voor de Internet diensten
"New technologies" regelgeving dat leidt tot censuur van technologie zoals bv DNS filtering
Data privacy, inbegrepen de toegang van de overheid tot de private data van burgers en organisaties (bedrijven);
Cybersecurity (veiligheid) : laat eventueel overheden toe controle te krijgen over de content (inhoud) en toegangen tot netwerken (Internet)
Internet adressen (domein namen / ip-adressen) : wijzigen van de globale adressering van het Internet
ITU-T aanbevelingen mandateren : met als gevolg een vertraging van de innovatie, diversificatie van technische resources en fundamenteel veranderen van het open multi-stakeholder model
Misuse, fraude en spam

Het is belangrijk te weten dat enkel ITU lidstaten wijzigingen kunnen bevestigen en goedkeuren.

We weten vandaag al dat de EU zeker geen toegevingen wil doen aan de eisen van bepaalde telecom organisaties (zoals ETNO) en streven naar het behoud van de openheid van het Internet.

Cyber security research gets support of European Commission. (27/11/2012)

Cybercrime is a growing global problem that no company or country can tackle alone. At any given time, an estimated 150 000 viruses and other types of malicious code are circulating across the internet, infecting more than a million people every day. Anti-virus software developer McAfee counts 75 million unique pieces of malicious malware code on its databases, with botnets spewing out spam that account for a third of all the emails sent every day. Bots are one of the most sophisticated and popular types of cybercrime today. They allow hackers to take control of many computers at a time, and turn them into "zombie" computers, which operate as part of a powerful "botnet" to spread viruses, generate spam, and commit other types of online crime and fraud. The worldwide cost of cybercrime is estimated at over EUR 750 billion annually in wasted time, lost business opportunities and the expense of fixing problems.

IGF2012 : Internet Governance for Sustainable Human, Economic and Social Development (04/11/2012)

The Internet Governance Forum (IGF) was formed as an output of the 2005 United Nations World Summit on the Information Society. It resulted from lengthy and difficult negotiations that took place over three years leading up to the Tunis event. Its purpose, mandate and the basic ground rules for IGF are spelled out in the Tunis Agenda for the Information Society

Baku, Azerbaijan on November 6-9, 2012 will take place the 7th IGF meeting under the theme : "Internet Governance for Sustainable Human, Economic and Social Development”.

Key issues:

• IG4D / Internet governance for development (IG4D): pending expansion of the Top Level Domain Space, Enabling Environment, Infrastructure issues.

• Emerging issues: technical measures to address concerns about the online market for counterfeit goods and digital copyright infringement, as well as ever-stronger demands to enlist Internet intermediaries as the instrument of law enforcement.

• Managing critical Internet resources: issues pertaining to Critical Internet Resources, and associated Internet Governance choices, challenges and needs in an interconnected world.

• Security, openness and privacy: a wide range of issues relevant to and impacting Security, Privacy and Openness of the Internet, including as they relate to Human Rights and access to knowledge.

How the Internet continues to sustain growth and innovation. (01/11/2012)

Consultancy Analysys Mason's report, commission by the Internet Society and entitled 'How the Internet continues to sustain growth and innovation', is a direct and pointed rebuttal to all the talk of data tsunami, unsustainable business models, scissor effects and so on that we've had for the last year or two and which have culminated (in a way) in the effort to establish 'sending network pays' principles in what most observers have, to now, regarded as the happily defunct ITRs (see - US delegation prepares to play Whack-a-Mole at ITU meet).

Introduction from the report :

The ability of the Internet to keep pace with increasing demand and changing usage is a recurring concern in the history of the Internet. Today, such concerns are raised with respect to two overlapping trends: first, the accelerating growth in access worldwide, notably in developing countries; and second, the rapid growth in Internet usage by existing and new users, driven by demand for video content and new services such as machine-to-machine applications. Specifically, some stakeholders argue that current business models are unable to supply the infrastructure needed to meet this demand, which could lead to a reduction in service quality or even a collapse of the Internet.

In this paper we show that, in the face of constant growth and changes, fears about the sustainability of the Internet are almost as old as the commercial Internet itself, while market forces continue to meet the challenges presented by new demands on the Internet. In particular, we show how these challenges have been continually met in developed countries, based on a combination of new technology, investment, and changing business models, and how these same forces are already addressing new demands in developing countries today.

BeCommerce komt met een vernieuwde versie van be-Commerce label (01/11/2012)

BeCommerce, de Belgische vereniging voor webwinkeliers, legt strengere eisen op aan haar leden. Op die manier wil ze de zekerheid rond online aankopen vergroten.

In september hield BeCommerce haar algemene vergadering waarbij een aantal belangrijke beslissingen werden genomen. Wij vermelden hier de 4 punten die ook op de website van BeCommerce terug te vinden zijn :

Voortaan valt ook Luxemburg onder het actiedomein van BeCommerce om te voldoen aan de vraag van onze leden die een Benelux-benadering wensen.
De BeCommerce-kwaliteitslabel wordt verplicht voor alle leden van BeCommerce. Leden die nog niet over de label beschikken, moeten dit tegen het einde van het jaar in orde brengen. U kunt de label rechtstreeks aanvragen via info@becommerce.be.
De BeCommerce-label betreft voortaan een 2-jaarlijkse audit. Vanaf 01.01.2013 starten wij met een procedure opdat de webshops die meer dan 2 jaar geleden een audit hebben gehad, vanaf januari opnieuw een audit kunnen doen. Zo garanderen wij de duurzaamheid van de label in de tijd.
De BeCommerce-label zal worden goedgekeurd door een nieuw controlecomité dat begin 2013 met zijn taken zal aanvangen. Dit nieuwe comité wordt momenteel opgericht.

Electronic Identity is quite an abstract concept to most people. Nevertheless, each of us uses an eID on daily basis, e.g. when signing in to an email account, Facebook profile, Internet banking, or to access services of public authorities.

For such online transactions, we need to identify and authenticate ourselves. Currently, various types of hardware and software are used for this purpose, with varying levels of security. More than ever before, this confronts us with questions about privacy protection when sending personal information over the Internet.

Cybersecurity blijft onze aandacht vragen. (12/10/2012)

Naast de vele meldingen van cyberaanvallen in Amerika mogen we zeker niet vergeten de vele aanvallen die ook in ons land plaats vinden. Belgische websites komen regelmatig onder vuur te liggen van hackers en hackactivisten. Soms valt het een internet gebruiker wel eens op dat een site werd gedefaced (wikipedia : ongewild aanpassen van websites). Hoe klein ons landje ook is in de Internet wereld, toch zijn we evenzeer een gegadigde partij voor de vele hackers. In de Tijd werd recent een artikel (22/9/2012) gepubliceerd waarin we lezen dat ons federaal parket 244 dossiers heeft geopend in 2011. Toch zijn we ervan overtuigd dat dit aantal beneden de realiteit liggen. Immers, vele van de aanvallen worden "verborgen" gehouden voor het grote publiek. En dit vooral omdat bedrijven deze incidenten niet willen bekend maken. Fout als je het ons vraagt. Wij hebben dan ook begrip voor de uitspraak van Frédéric Van Leeuw (federaal magistraat) : "De cyberwereld is de nieuwe far west". Het wordt stilaan inderdaad een wereld waar we minder en minder vat op krijgen.

Opnieuw massale TVV (Ondermings-portaal-Belgie) actie ! (27/08/2012)

Velen onder ons, .be domein naam eigenaars, zullen dezer dagen (opnieuw) de beruchte Ondernemings-portaal-België hebben ontvangen. Ongeacht de vele acties die reeds werden ondernomen door organisaties (waaronder ook ISOC Belgium), blijft deze Duitse "firma" TVV Tele Verzeichnis Verlag GmbH uit Hamburg massaal de .be domein naam eigenaars bekogelen met hun marketingcampagne.

De overlast die door deze campagne op zich al wordt veroorzaakt bij de KMO's en belangenorganisaties is van die orde dat we nu toch wel eens definitief willen komaf maken met deze praktijken. Het is ongehoord dat bedrijven uit het buitenland ongestraft voor dergelijke ergernis mogen zorgen. Een eerste actie waarmee al een belangrijke daad zou worden gesteld dat het bedrijf moet doen nadenken over hun gedrag en het gebruik van "Belgisch erfgoed - domein naam" zou erin bestaan de gebruikte domein naam in quarantaine te plaatsen. Zodoende zou die niet meer kunnen gebruikt worden. Er worden voor andere, minder ergerlijke redenen domein namen in quarantaine geplaatst.

Wij dringen er bij de media op aan om zoveel als mogelijk onze Belgische burgers nogmaals te alarmeren voor de praktijken van deze bedrijven.

3 tot 14 december plant de International Telecommunication Union (ITU) in Dubai (UAE) de World Conference on International Telecommunications (WCIT), een veel besproken conferentie op internationaal vlak. Onder de titel "Verslaafd aan elektronische cocaïne" heeft De Tijd vandaag 18/8/2012 opnieuw de aandacht getrokken op internetverslaving.

Als zelfs internetondernemers uit Silicon Valley beginnen te waarschuwen voor de manier waarop e-mail en sociale media razendsnel ons hele leven inpalmen, is het doembeeld van een internetverslaafde samenleving dichtbij. De zoektocht naar een gezonde balans in het digitale tijdperk is volop aan de gang.

In januari 2009 hebben wij reeds aandacht gevraagd voor dit fenomeen. Gezien er opnieuw aandacht is voor deze materie stellen wij onze vragenlijst open om toe te laten verdere metingen te kunnen doen. De vragenlijst is geheel anoniem.

Remembering Wendy Rickard (16/08/2012)

14 August 2012 : The Internet Society is deeply saddened at the passing of Wendy Rickard this week after losing an extended battle with cancer.

Wendy was a long-time contributor to the Internet Society and the Internet community. As part of her work with the Internet Society, Wendy initiated the OnTheInternet magazine (OTI) in 1996. OTI was published first in print and then online until 2001 and was one of the first periodicals that covered the broad range of technical, policy, and development topics relating to the Internet. She was the initial and long-time editor of the Internet Society Annual Report and contributed to many other Internet Society publications. She also served until very recently as the Associate Editor of the IETF Journal.

ICANN extends public comment period new gTLD's (11/08/2012)

ICANN has extended the public comment period for new generic top-level domains applications for an additional 45 days. The new end date is now 26 September 2012.

The new gTLD application comment period provides the public with an opportunity to have their views considered by evaluation panels as part of the application evaluations. The comment period opened on 13 June 2012 and will remain open for the entire application processing life cycle. The old timeline provided that only those comments received within the first 60 days, through 12 August 2012, were sure to be delivered to evaluators. We've now extended that period an additional 45 days.

Internet Society Board of Trustees Elects New Chair
Three new Board members seated at Board Meeting, held 4-5 August in Vancouver.

[Vancouver, British Columbia, Canada – 05 August 2012] – At its recent Board meeting, the Internet Society Board of Trustees elected a new Chair, Ms. Eva Frölich. The Internet Society Board is comprised of leaders from across the globe, with diverse backgrounds spanning industry, academia, and the global Internet community. The Board provides strategic direction in support of the organization’s mission to promote the open development, evolution, and use of the Internet for everyone.

During the Board meeting, Ms. Frölich was elected as the Chair. She is co-founder of Frobbit!, a registrar and hosting company, and has been actively involved in the Internet environment for more than 20 years. Ms. Frölich has served on the Internet Society Board since 2010 and served on the Public Interest Registry Board from 2004 – 2007.

“It is an honor to serve as Chair of this esteemed group of individuals who are extremely dedicated to this organization and its important mission,” said Ms. Frölich. “The Internet faces serious challenges that potentially threaten its open, global nature. We are deeply concerned about these threats and are committed to working with our community of members and Chapters around the world to protect the Internet of today for the generations to follow.”

The Board also expressed its appreciation to outgoing Chairman Raúl Echeberría, who will continue to serve on the Board. Mr. Echeberría remarked, “It has been a great privilege to Chair this Board of Trustees and to work with my colleagues in support of the Internet Society’s vital work. I am proud of what we accomplished over the past three years, and I look forward to continuing to serve and supporting Eva as the new Chair.”

The Internet Society Board of Trustees are elected or appointed by the following groups: Chapters, Organization members, and the Internet Engineering Task Force (IETF). The new Board members with three-year terms beginning this year are:

* Keith Davidson, International Director, InternetNZ

* David Farber, Distinguished Career Professor of Computer Science and Public Policy in the School of Computer Science at Carnegie Mellon University

* Rudi Vansnick, President of Internet Society Belgium

New mission and tasks for Rudi Vansnick at global level. (06/08/2012)

During the Internet Society board meeting in Vancouver, the board of trustees have elected several functions within the board. The new chair, Ms Eva Frölich (Sweden), the first women ever, was elected for her first term. Furthermore the other seats are : President/CEO - Lynn St-Amour, Treasurer : Jason Livingood and Secretary : Scott Bradner. Those are part of the executive committee. (See also news item 6/8 ).

Rudi Vansnick, new elected member of the board of trustees has been elected during his first BoT meeting for two functions :

ISOC's liaison to the IETF Nomcom 2012-2013
chair of the Election Committee.

He is also part of the Audit Committee, chaired by Eric Burger.

"I will do my utmost to guarantee my colleague board members that I will be fully committed to the tasks given to me in the coming 12 months. I'm aware of the high level of responsible and the need of transparency and accountability that these functions require" says Rudi Vansnick. "I'm confident that my colleagues in the committee will assist me and be helpful in bringing these tasks to a very good end."

Pierre Ouedraogo receives 2012 Jonathan B. Postel Service Award (02/08/2012)

[Vancouver, British Columbia, Canada, 01 August 2012] -- The Internet Society today announced that its prestigious Jonathan B. Postel Service
Award was presented to Pierre Ouedraogo for his exceptional contributions to the growth and vitality of the Internet in Africa. The international award committee, comprised of former Jonathan B. Postel award winners, noted that Mr. Ouedraogo played a significant role in the growth of the Internet in Africa and demonstrated an extraordinary commitment to training young engineers and participating in regional Internet organizations.

Mr. Ouedraogo is the Director of Digital Francophonie at Organisation Internationale de la Francophonie (OIF) based in Paris, France. Over the years, he has established networks of IT experts to coordinate African efforts to develop IT and use it as a tool for development. Mr. Ouedraogo initiated many IT technical workshops in Africa and is a founding member of numerous African regional organizations, including AfriNIC (the African Internet Registry for IP addresses); AfTLD (African Internet Top Level Domain Names Association); AFNOG (African network operators group); AfCERT (African CERT network), and AfrICANN (African network of participants to the ICANN process).
