Vandaag, 16/7, lezen we in Datanews het artikel "Akkoord over 'observatorium' voor internetbankieren" met toch wel enige emotie. In de voorbije jaren heeft ISOC Belgium meermaals gevraagd het slapende "Observatorium van de Rechten op het Internet" te hervormen teneinde een operationeel orgaan tot stand te brengen. De voorstellen werden door de voorganger van Vande Lanotte telkens weer in de lade opgeborgen. Nu zien we dat er enige aanzet is tot maar door een nieuw observatorium op te starten naast het bestaande lijkt het veeleer alsof de beslising om alles samen te brengen onder één noemer (we verwijzen hier naar de beslissing van het kabinet Vande Lanotte om één ombudsman op te richten) dan toch verloren gaat.

"Veel verder dan een vaag idee lijkt dat 'observatorium' momenteel nog niet te zijn." zoals we lezen in het artikel van Stefaan Grommen, laat ons toe om nog maar eens in onze pen te schieten en een voorstel uit te werken richting kabinet Vande Lanotte. Geen vakantie dus voor ons.

[Geneva, Switzerland, 9 July 2012] -- The Internet Society welcomes the United Nations Human Rights Council’s Resolution on the “promotion, protection, and enjoyment of human rights on the Internet.” The Resolution affirms that the same rights that people have offline must also be protected online, and recognizes the global and open Internet as a driving force for development. It also calls upon all States to promote and facilitate access to the Internet. The 20th Session of the United Nations Human Rights Council was held in Geneva on 18 June – 6 July 2012.

The Resolution was put forward by Sweden and adopted by consensus.

Markus Kummer, Vice President of Public Policy at the Internet Society, commented, “We are grateful to Sweden and all the countries that supported this Resolution as it reaffirms the importance of the Internet as an enabler of the fundamental rights of every individual. The Human Rights Council has an important role to play in ensuring that its Member States allow their citizens to exercise their most basic rights, including the freedom to express themselves or associate peacefully online.”

In recent years, momentum has been building in the Council for the inclusion of the Internet as a legitimate space to take into account for the exercise of several human rights. The report by the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression has made it clear that denying access to the Internet can be a violation of a fundamental human right.

Kummer remarked, “It is encouraging to see this formal endorsement of a rights-based approach for the Internet. There have been numerous examples of policies encouraging restrictions of Internet access without due regard to users’ ability to exercise some of their fundamental rights. The Internet has permeated all aspects of our lives, and this text reminds us that we cannot dissociate the international human rights regime and the rule of law from the widespread use of the open, decentralized, and global Internet.”

The Internet Society engaged in drafting sessions leading to the adoption of this new Resolution and suggested the inclusion of the notion of the “open Internet” in the text, which was subsequently included in the final document.

“The inclusion of the open and global nature of the Internet in this official UN Resolution is an acknowledgment of some of the key attributes that make the Internet successful,” said Lynn St. Amour, President and Chief Executive Officer of the Internet Society. “We firmly believe that the open Internet model is organically linked to the exercise of Human Rights online. Thanks to its fundamental characteristics, the Internet has given a great boost to freedom of expression and peaceful assembly throughout the world. These characteristics must be preserved.”

Kathleen Van Brempt & Saïd El Khadraoui: “Verdrag is te vaag, bedreigt fundamentele vrijheden én wordt niet ondertekend door landen die namaak produceren”

De Europese sociaaldemocraten stemmen morgen tegen het omstreden antipiraterijverdrag ACTA. “Hoewel de doelstellingen van het Verdrag moeten ondersteund worden, met name de bescherming van intellectuele eigendomsrechten, is ACTA zo vaag opgesteld dat het allerlei interpretaties toelaat,” zeggen de sociaaldemocratische parlementsleden Kathleen van Brempt en Saïd El Khadraoui. “Die vaagheid is een bedreiging voor fundamentele rechten en vrijheden van de Europese burgers, zoals hun recht op privacy of de bescherming van hun persoonlijke gegevens. Bovendien hebben de landen die dit verdrag viseren, namelijk die landen waar het merendeel van de namaakproducten vandaan komen, het verdrag niet mee ondertekend.” Ondermeer om die redenen zullen de Europese sociaaldemocraten morgen in het Europees parlement het Anti-Counterfeiting Trade Agreement verwerpen.”

2 July 2012 -- The Internet Society today applauded the appointment of Fadi Chehadé as the incoming President and Chief Executive Officer of the Internet Corporation for Assigned Names and Numbers (ICANN). Mr. Chehadé was introduced to the ICANN community at their meeting last week in Prague, and will join ICANN by October 1, 2012.

Het hoeft geen betoog, onze kinderen gebruiken het internet in hun dagdagelijkse activiteiten. Chatten met hun vriendjes is normalerwijze een leuke bedoening ware het niet dat we geen garantie hebben over de identiteit van diegenen aan de andere kant van het scherm.

Prague, Czech Republic… Fadi Chehadé, a leader in the formation of progressive Internet enterprises, has been named as the next President and Chief Executive Officer of the Internet Corporation for Assigned Names and Numbers (ICANN).

“Fadi has an amazing track record of success and the obvious leadership qualities to help carry ICANN into the next stage of its evolution,” said Dr. Stephen Crocker, Chair of the Board of Directors. “His international background and multi-linguistic skills will help to make ICANN an ever more globally oriented organization. It’s hard to imagine how we could have found anyone better suited for the top position.”

Chehadé, age 50, is a citizen of Lebanon, Egypt and the United States. He was born in Beirut, Lebanon, to Egyptian parents and left the then war-torn country in 1980 at the age of 18. He speaks fluent Arabic English, French and Italian.

Brussel 22/6/2012 : De ministerraad keurt het strategisch plan voor de invoering van het Internet Protocol versie 6 op voorstel van minister van Economie en Consumentenzaken Johan Vande Lanotte en staatssecretaris voor Ambtenarenzaken Hendrik Bogaerts goed. Om het tekort aan internetprotocoladressen op te vangen werd een nieuwe versie van het Internet Protocol versie 6 ontwikkeld. De invoering van de nieuwe versie is belangrijk voor heel wat ondernemingen en instellingen in België.

Om de invoering van IPv6 goed te laten verlopen, werkte de overheid een strategisch plan uit dat de aanbevelingen van de Europese Commissie hierover uitvoert. De invoering is immers zeer belangrijk voor de economie aangezien de overheid, ondermingen en onderzoeks- en opleidingsinstellingen ermee worden geconfronteerd. Het Belgische plan heeft als doel deze doelgroep te sensibiliseren om de invoering voor te bereiden en uit te voeren. De invoering zou zo'n vijf à tien jaar in beslag nemen. In een overgangsfase zullen het Internet Protocol versie 4 en de nieuwe versie 6 naast elkaar blijven bestaan. De IPv6 werkgroep, die bestaat uit de Belgische stakeholders en die voorgezeten wordt door de AD Telecommunicatie en Informatiemaatschappij van de FOD Economie, wordt belast met de coördinatie van de maatregelen om het nieuwe IPv6 in België in te voeren. De coördinatie voor de invoering van IPv6 bij de federale overheidsdiensten zal gebeuren door Fedict. Op het vlak van de van de administraties en hun leveranciers bestaat het IPv6-plan uit een voorbereidende fase van juni 2012 tot december 2012 en een implementatiefase van december 2012 tot december 2014.

Vandaag, donderdag 21 juni 2012, worden de verschillende voorstellen voor aanpassing van de bestaande telecomwet in het parlement besproken en gestemd. Het gaat om de wet inzake elektronische communicatie die in 2003 werd gestemd. Er dienen tal van wijzigingen doorgevoerd te worden ten gunste van de consument. Het is veelbelovend doch we moeten de stemming afwachten ...

Of the 31 members of the European Parliament 19 have voted against ACTA proposal. The voting by INTA (International Trade) can be seen as a positive sign with regards to the final voting in the European Parliament early July.

On behalf of the Internet Society’s Election Committee, I wish to extend our appreciation and thanks to all of the nominees and final candidates for the Board of Trustees. We are quite honoured to have such well-qualified people so interested in serving the Internet Society!

The election results were certified on 24 May 2012 and the challenge period concluded 10 June 2012. The process ran smoothly and the Election Committee does not have any issues or concerns to report. The new Trustees will be seated at the Internet Society Board Meeting in Vancouver, Canada, on 4 August 2012.

CHAPTERS
In the Chapter membership election, we had three candidates:

2. Sala Tamanikaiwaimaro
3. Rudi Vansnick

55 out of the 86 Chapters voted, which is a vote participation rate of 63.95%. In the previous election, the vote participation was 79.49%.

Rudy Vansnick received the highest number of the votes and has been elected for a three-year term.

ORGANISATIONS
In the Organisation membership election, we had six candidates:

2. Marshall Eubanks
3. David Farber
4. Demi Getschko
5. Byron Holland
6. Bevil Wooding

52 of the 109 Organisation Members, or 47.71%, voted. They had the opportunity to vote for up to two candidates, with votes weighted by the class of membership. In the previous election the vote participation was 50.47%, on a group size of 107 organizations.

Keith Davidson and David Farber, receiving the largest weighted vote counts, have been elected for three-year terms.

INTERNET ENGINEERING TASK FORCE (IETF)
Using the process documented in RFC 3677, the IAB has re-appointed Eric Burger as the IETF appointee to the ISOC Board.

We congratulate all of the new and returning trustees and look forward to working with them soon on the Board of Trustees. We also thank all nominees and final candidates for their participation, as well as ISOC staff for their support of this critical process.

Met de komst van de duizenden nieuwe GTLDs is meteen ook een nieuw tijdperk ingezet in de registry-markt. Tot vandaag zijn bedrijven als Verisign de goeroes van het registry-wereldje, doch daar zal verandering in komen eens de nieuwe extensies effectief in voege treden (begin 2013). We bemerken in de lijst van de ingediende kandidaturen bij ICANN bedrijven als Amazon, l'Oréal, Affilias, Charleston Road Registry en vele anderen die massaal aanvragen voor extensies hebben ingediend. Daarmee wordt een Verisign plots een kleine speler in het registry-verhaal.

Tevens kunnen we ons bij deze aanpak door die bedrijven volgende vragen gaan stellen :

• is er nog nood aan registrars ? Kijk maar even naar de distributiekanalen die dergelijke grote bedrijven hebben;
• de kostprijs van de domein namen kan drastische door mekaar worden geschud. Wat als deze gratis worden aangeboden aan het reseller netwerk van bepaalde merken ?
• het speculeren op domein namen, zoals dit tot vandaag het geval is, zou wel eens een verlieslatende activiteit kunnen worden;
• hoe gaan de ccTLD's zich opstellen nu zij door een massa extensies wel eens een deel van de koek kunnen verliezen ?

Er blijven uiteraard nog veel openstaande vragen, toch zien we dat wat oorspronkelijk een eerder normale uitbreiding van de domein extensies leek te worden, gaat uitmonden in een hervorming van deze specifieke markt. Wij zijn ervan overtuigd dat dit uiteindelijk ten goede zal komen van de eindgebruikers. Onze aandacht blijft gefocust op het verdere verloop, temeer onze voorzitter ook deel uitmaakt van de ALAC new GTLD Review Group.

WASHINGTON, D.C. and GENEVA, SWITZERLAND – June 14, 2012 – The Internet Society today announced that Maarten Botterman has been reappointed to the Public Interest Registry (PIR) Board of Directors for a three-year term, beginning June 6, 2012. Maarten Botterman has previously served as Chair of the PIR Board of Directors.

Mr. Botterman is Director of GNKS Consult BV. He is an expert in Information Society policy issues, with an emphasis on the impact of technology on society and governance issues, and global information security and privacy. He is also a Member of the Permanent Stakeholders Group of the European Network and Information Security Agency (ENISA).

“I am delighted that Maarten has been reappointed to the Board,” said Lynn St. Amour, President and CEO of the Internet Society.  “Over the past two years, he has provided a high level of leadership to PIR. The Internet Corporation for Assigned Names and Numbers (ICANN) received a total of 1930 applications, after refunds, for new generic top-level domains.
- 1846 of those are “standard” applications.
- 84 are designated as “community-based”.
Of the 1930, 66 have designated themselves as geographic name applications.
116 applications are Internationalized Domain Names, or IDNs, using non-Latin scripts.

Three applicants seek support through ICANN’s Applicant Support Program.
Applications were received from 60 countries. Using ICANN’s definitions of the world’s regions, which can be viewed on our website:
- 911 applications came from North America.
- 675 from Europe.
- 303 applications are from the Asia-Pacific region.
- 24 are from Latin America and the Caribbean.
- 17 from Africa.
Some domain names have been applied for by more than one applicant. There are 230 domain names for which at least two applications were submitted, involving a total of 751 applications. newgtlds.icann.

As announced on RIPE Labs we monitored the behaviour of a number of networks that participated in the World IPv6 Launch on 6 June 2012. For that, we looked at the full list of participating organisations as shown on the ISOC website and chose 50 websites from that list. We looked at 'interesting' sites and at geographic distribution. We also tried to find a good mix of networks that had IPv6 switched on already and those that didn't have IPv6 deployed at the time they registered on the ISOC web site.

For the 50 selected websites we checked whether they had AAAA records registered in the DNS for their main website. This is a necessary step to enable end-users to visit the website over IPv6.

ICANN plans to announce the long-anticipated list of applied-for domain names under its new generic Top-Level Domain (gTLD) program tomorrow. The announcement will be made in London at 12:00PM and streamed live on ICANN's website. ICANN has received over 1,900 applications from around the world.

Proceedings will commence with a press conference hosted by ICANN’s CEO Rod Beckstrom, followed by a forum and networking opportunity.

Graag geven wij, als Internet Ombudsman, een project van Internet Society Belgium vzw, onze bemerkingen en toelichting bij het artikel 'eCops' schiet doel ver voorbij van 8 juni 2012.

Sinds 2005 runnen wij de Internet Ombudsman online met de doelstelling een luisterend oor te hebben voor de problemen van de internet consument, en waar mogelijk een oplossing te geven. Het project is uitgegroeid tot een dienst die, vooral de laatste maanden, meer en meer klachten ontvangt die ook buiten het Internet liggen.

"We kunnen de klachten via eCops amper nog verwerken", zegt Johan Denolf, directeur van de Dienst bestrijding van de economische en financiële criminaliteit (DJF) van de federale politie. De site van eCops valt onder zijn diensten. Vorig jaar was er een recordaantal meldingen via de site: 24.220. Het leeuwendeel daarvan moet de federale politie verwerken, een minderheid komt terecht bij de FOD Economie.

Dit is ons absoluut niet vreemd. Ook wij moeten vaststellen dat het aantal klachten sterk stijgt, waarbij we ook zien dat het profiel meer en meer een gelijkenis begint te vertonen. Organisaties als BeCommerce moeten dringend, ook buiten hun ledenstructuur, de nodige aandacht besteden aan de vele malafide praktijken die door vele e-shop eigenaars worden toegepast. Het aantal klachten die wij in deze context ontvangen is vrij hoog en meestal ook zonder positieve oplossing.

In het jaarverslag van de DJF staat dat het vorig jaar een stijging met een derde optekende ten opzichte van 2010. "eCops schiet zijn doel ver voorbij", vindt directeur Denolf. "We krijgen klachten over burenruzies of diefstallen, maar dat is helemaal niet de bedoeling van die site."

Nogmaals, het is belangrijk een doelgerichte campagne te voeren zodat de burger uiteindelijk weet waar hij/zij met hun problemen terecht kunnen. Dit is nog steeds veel te vaag. Bij de providers zou men bijvoorbeeld al een duidelijker bericht moeten geven.

Luc Beirens, hoofd van de Federal Computer Crime Unit, zegt dat momenteel een studie uitgevoerd wordt over de toekomst van eCops. "Ofwel  breiden we het systeem uit en integreert het met dat van de aangiftes, ofwel gaan we het inperken."

Dit zou betekenen dat wij nog meer klachten naar onze, niet gesubsidieerde noch gefinancierde, vrijwilligersdienst zien komen. Ook voor ons is de stroom aan klachten hoog, om niet te zeggen te hoog.

Graag doen wij een voorstel aan onze overheid om de problematiek ten gronde aan te pakken. Met 7 jaar ervaring kunnen we nu stellen dat we ook zicht hebben op hoe de burger zich uitdrukt, waar de burger zoekt naar oplossingen en vooral waarmee de burger geconfronteerd wordt bij internet fraude. Het bieden van een luisterend oor en een oplossingsplatform is niet meer voldoende. Er moet dringend gewerkt worden aan een methodiek die de bron van de ergernis aanpakt. Te tolerant optreden aan de ene kant levert uiteraard massa's problemen aan de andere kant. Wij staan open voor elk gesprek dienaangaande en willen graag nogmaals ons steentje bijdragen.

Op woensdag 6 juni werd door de Kamercommissie Infrastructuur de "vernieuwde telecomwet" goedgekeurd. Deze nieuwe regelgeving zou de consumenten een betere bescherming moeten bieden. Hiermee wordt een einde gesteld aan een periode waarin de operatoren zowat vrij spel hadden en zich niet om de consumenten hoefden te bekommeren.

In ons nieuwsbericht van 31/5 hadden we het nog over de boete die door de EU werd opgelegd aan België omdat het verzuimde de EU regelgeving in te voeren.

In het artikel van Datanews lezen we onder meer : "Met de nieuwe telecomwet verdwijnt de opzegvergoeding voor wie zijn telefoon-, gsm-, internet- of televisieabonnement opzegt na zes maanden, onderstreept economieminister Johan Vande Lanotte naar aanleiding van de stemming. Consumenten zullen bovendien kosteloos kunnen opstappen bij iedere tariefverhoging, zelfs al gaat het slechts om een indexaanpassing."

The IPv6 world launch day is now halfway, at least in Belgium, and we wanted to reflect the results of some analysis of IPv6 enabled services.

In the previous hours we observed some of our Belgian ISP's, especially the internet access providers, on how they act with regards to the worldwide IPv6 actions. So far we have to mention that none of our important ISP's have responded to this global request and have still not activated their general website on an IPv6 address. Only a few have really made the effort and are active on IPv6 and have accessible websites. It demonstrates (again) that even smaller companies and organisations have more flexibility and are able to adapt to market needs when required or requested.

Major Internet service providers (ISPs), home networking equipment manufacturers, and web companies around the world are coming together to permanently enable IPv6 for their products and services by 6 June 2012.

And so does Internet Society Belgium. In the past 48 hours we implemented IPv6 on our webservices and opened the door for all native IPv6 users to access our website(s). Even for the internet users not having access to IPv6 we installed a special gateway service that allows these users to access IPv6 only accessible websites. Brussels, 31 May 2012 – The European Commission has decided to refer five Member States - Belgium, The Netherlands, Poland, Portugal, and Slovenia - to the EU Court of Justice because they have still not implemented the revised EU telecoms rules into their national laws. The official deadline for doing so was 25 May 2011. The Commission has also suggested the Court impose a daily penalty payment on each Member State (see table below) which would be paid as from the date of the Court's ruling until full transposition of the rules into national law is notified. The other 22 countries which have implemented EU telecoms rules guarantee more competitive markets for consumers and businesses and give EU customers new rights, such as switching their phone operator in one day without changing the number or being informed without delay when their personal data is stolen online (see IP/11/622).

3 EU comités heeft de beruchte ACTA (Anti-Counterfeiting Trade Agreement) verworpen. Hiermee wordt een belangrijke stap gezet om het betwiste voorstel door het Europees parlement te laten wegstemmen. 33 lidstaten, inclusief UK, hebben het verdrag ondertekend. De finale stemming door het EP is gepland in Juli. Wordt het verdrag toch goedgekeurd dan wordt het van toepassing over gans Europa, in het andere geval wordt het geschrapt.

Tijdens de laatste ronde vandaag werden door het Committee on Legal Affairs (JURI), Committee on Civil Liberties (LIBE) and the Committee on Industry, Research and Energy (ITRE) tegengestemd.

Internet Society’s Sally Wentworth Testifies Before U.S. House of Representatives on International Internet Regulations.

[Washington, D.C. and Geneva, Switzerland – 31 May 2012] – The Internet Society, the world's trusted independent source of Internet leadership, announced that Sally Wentworth, Senior Manager of Public Policy at the Internet Society, testified today as an expert witness before the Communications and Technology Subcommittee of the U.S. House of Representatives' Committee on Energy and Commerce at a hearing on "International Proposals to Regulate the Internet."

Wentworth joined other witnesses to provide testimony on the pending international proposals to regulate the Internet via changes to the International Telecommunications Regulations (ITRs), a 1988 treaty that currently governs traditional telecommunications.  The United Nations International Telecommunications Union (ITU) will hold the World Conference on International Telecommunications (WCIT) in December 2012 and enable the 193 Member States from across the globe to review the ITRs and modify the treaty.

As we announced last week, ICANN is targeting 22 May 2012 as the reopening date for the TLD Application System, or TAS. Specifically, we are targeting 19:00 GMT/UTC on 22 May for the reopening.

When we took the system offline on 12 April, just over twelve hours remained in the application window. We anticipate keeping TAS open for eight full days to allow users to review their applications and complete any remaining activities. We expect to close TAS at 23:59 GMT/UTC on 30 May 2012.

We are happy to announce the publication of a joint ISOC-OECD-UNESCO report on “The Relationship between local content, Internet development and access prices”. The report was presented today at the WSIS Forum in Geneva by Janis Karklins, UNESCO’s Assistant Director-General, Markus Kummer, the Internet Society’s Vice-President for Public Policy, and Taylor Reynolds, Senior Economist at the OECD.

This important study finds that the three elements are inter-related and likely feed into each other in a virtuous circle: (i) better connectivity is significantly related to higher levels of local digital content creation. In essence, countries with more Internet infrastructure (at all income levels) are also the countries producing more local digital content as measured by Wikipedia entries and by web pages under a given country-code top-level domain; (ii) countries with more international connectivity have lower domestic broadband prices and countries with better domestic infrastructure have lower international bandwidth prices. The inter-linkages between the different elements lead to three key lines of policy considerations evolving out this research: (i) Fostering content development, (ii) Expanding connectivity, and (iii) Promoting Internet access competition.

Met nog 12 dagen te gaan werd op 29 maart de inschrijving van kandidaat indieners afgesloten. De TAS had op 25 maart reeds 839 kandidaturen geregistreerd, een veel hoger aantal dan oorspronkelijk werd verwacht. Wij gaan uit van een totaal dat rond de 1000 zal liggen. Door toedoen van dit groot aantal gegadigden zal ICANN de verwerking van de ingediende toepassingen (GTLD aanvragen) in verschillende fasen behandelen. Men zal de toepassingen verdelen in blokken van 500, het zogenaamde "batching process". De datum van indiening van de toepassing is geen basis voor dit proces.

Er zal een 2de timestamp procedure worden toegepast na het sluiten van het venster (12/4) waarbij de indiener de kans krijgt een target time in te stellen en die dan op de dag zelf zo kort mogelijk bij de ingestelde datum en uur zal aanklikken. Verder kunnen we nog melden dat ook de GTLD .gent op de verlanglijst staat en vermoedelijk ook voor 12 april zal worden ingediend. Meer informatie is nog niet beschikbaar.
